Take the elevator near the shop in Vega. When you see three Pods stationed in a row on the right side, give a Lightning Shroom to the first guy. He will reward you with Fate's Kiss and will offer to take you anywhere you want in Vega. He will also have a friend stationed in the entrance ready to give you rides any time.
